Established on February 28, 2020, the Limited Liability Company “National Center of Standard Samples” is a subsidiary of the Federal State Institution “State Institute of Drugs and Good Practices” of the Russian Ministry of Industry and Trade.

By the time of its establishment, there had been carried out significant and systematic preparations, resulted in the development of a legislative framework. Specifically, on November 1, 2019, Rosstandart (the Federal Agency on Technical Regulating and Metrology) included the FSI "SID&GP" in the list of participants of the State Reference Materials Service via its Order No. 2732. In turn, the FSI "SID&GP" authorized LLC "NCSS" to perform work in the field of reference standards used in the pharmaceutical and medical industries. This status allowed the center to develop and test reference materials, determine their metrological and technical characteristics, and produce and supply reference materials to drug and active substance manufacturers. However, everything else—selecting personnel, finding clients and partners—had to be built from the ground up by the new entity. In its first year, the center operated 24/7 in startup mode.
